Mr. Smith (OR) brought up conference report H. Rept. 105-492 by previously agreed to special order.
Mr. Solomon raised a point of order against the conference report. Mr. Solomon stated that the conference report violated Sec. 425(a) of the Congressional Budget Act which relates to the Unfunded Mandates Provisions. The Chair ruled that Mr. Solomon's point of order achieved the threshold required under the rule because the language on which the point of order was based was specified as Section 502 of subtitle A of Title 5, "Reductions in Payments for Administrative Costs for Food Stamps". The House proceeded with 20 minutes of debate on the point of order which will be followed by a vote on consideration of the conference report.
