The instructions contained in the motion require the managers on the part of the House to insist upon the provisions contained in section 506 of the House amendment. Section 506 requires 75% of the bill's state revolving loan funds (SRF's) be appropriated before any earmarked funding for water infrastructure construction projects becomes available.
