DEBATE - The House proceeded with one hour of debate on the Regula motion to instruct conferees. The instructions contained in the motion require the managers on the part of the House to insist on the House position on Senate amendments Nos. 67 and 68. The House position imposes a one-year moratorium on the patenting of hardrock mining claims, that is, the transfer of ownership of lands covered by a mining claim from the Federal Government to the claimholder for a small fee, as provided in the 1872 General Mining Law. The Senate version of the bill contains no comparable provision.
