Resolving that, upon adoption of this resolution, the House shall be considered to have taken the bill S. 543 from the Speaker's table and to have amended the Senate bill by striking out all after the enacting clause and inserting in lieu thereof the provisions of H.R. 3768 as passed by the House. After passage of the Senate bill, the House shall be considered to have insisted on its amendment to S. 543, requested a conference. The Speaker may appoint conferees. One motion to instruct is in order if offered by the Minority Leader on Monday, Nov. 25.
