DEBATE - The House proceeded with one hour of debate on the McDade motion to instruct the managers on the part of the House to insist on the House position to Senate amendment No. 46. The House passed version of the bill provided for $2,152,900,000 in appropriations for Environmental Restoration by the Defense Department, and the Senate amendment reduced that figure to $1,183,900,000. The funds that were taken from this account would then be utilized to provide for the transfer of the Central Intelligence Agency to a new West Virginia location.
