CONSIDERATION OF A MEASURE - Mr. Dixon asked unanimous consent that it shall be in order at any time to consider in the House, any rule of the House to the contrary notwithstanding, H.R. 3746, and that debate be limited to one hour, to be equally divided and controlled, and that the previous question shall be considered as ordered on the bill to final passage without intervening motion, except one motion to commit to be offered by Mr. Conte or his designee.
