(Senate agreed to House amendments with an amendment) Directs the Secretary of Agriculture to transfer specified lands known as North Rumsey Park, Payson, Arizona, to the town of Payson, Arizona. Reserves to the United States all mineral rights in such lands and a right of reversion should such lands be used for other than public open space and park purposes. Directs the Secretary of the Interior, acting through the Bureau of Land Management, to transfer title to specified land in Arizona according to the Memorandum of Agreement, dated November 25, 1985, for the disposal of Federal lands at Lake Havasu City, Arizona. Directs the Secretary to process an application by Santa Cruz County, Arizona, for specified lands. Authorizes the Secretary to take whatever steps are necessary to promote the exchange of specified lands in Gila and Salt River Meridian, Arizona, and in Mesa Falls, Idaho.
