(Measure passed House, amended, roll call #130 (398-0)) Amends Federal law to establish a veterans' home loan guaranty limitation amount of $40,000,000,000 reduced by 4.3 percent for purposes of implementing any sequestration order issued by the President for FY 1986 calling for a reduction of such loan commitments. Revises provisions concerning the treatment of certain administrative expenses of the veterans' home loan guaranty program with respect to appraisals performed after February 1, 1986, in connection with the liquidation of housing loans.
