R. 2465) Title I: Earthquake Hazards Reduction Program - Amends the Earthquake Hazards Reduction Act of 1977 to authorize appropriations for FY 1984 and 1985 for: (1) the national earthquake hazards reduction program; (2) the annual Presidential report on such program; (3) the U.S. Geological Survey; (4) the National Science Foundation; (5) the National Bureau of Standards; and (6) specified required adjustments in salaries and benefits as set forth in such Act. Title II: Fire Prevention and Control - Amends the Federal Fire Prevention and Control Act of 1974 to authorize appropriations for FY 1984 and 1985 to carry out such Act. Authorizes appropriations for FY 1984 and 1985 for specified required adjustments in salaries and benefits as set forth in such Act. Transfers from the Secretary of Defense to the Federal Emergency Management Agency the authority to grant public safety awards to civilian defense personnel. Expresses the sense of the Congress that special recognition be made of volunteer fire companies for their contribution to the public safety.
