(Measure passed Senate, amended) Exempts the Indian Self-Determination and Education Assistance Act from the administrative requirements of the Federal Grant and Cooperative Agreement Act of 1977. Authorizes the use of grant or cooperative agreements in lieu of contracts under specified sections of such Act when mutually agreed upon by the appropriate Secretary and the tribal organization involved. Makes technical and conforming amendments relating to certain restricted land in Kansas, and to the reservation of the Pascua Yaqui Tribe of Arizona. Makes technical and conforming amendments to the statute of limitations controlling actions for money damages brought by the United States on behalf of recognized tribes or groups of American Indians. Makes technical and conforming amendments relating to the Bureau of Indian Affairs in Title I of the Department of the Interior and Related Agencies Appropriation Act, 1983.
