(Measure passed Senate, amended) Title I: Extension of Defense Production Act of 1950 - Amends the Defense Production Act of 1950 to extend the expiration date from September 30, 1982, to December 31, 1982. Title II: Cost Accounting Standards - Defense Production Act Amendments of 1982 - Amends the Defense Production Act of 1950 to transfer the authorities and functions of the Cost Accounting Standards Board to the Director of the Office of Management and Budget. Increases from $100,000 to $500,000 the minimum amount of a defense contract requiring the use of cost accounting standards. Empowers the Director of the Office of Management and Budget to ensure that standards issued by the Cost Accounting Standards Board are consistent with sound accounting principles and conform to procurement policies of other Government procurement authorities. Authorizes the Director to amend or rescind existing standards issued by the Board, after giving the public 90 days notice in which to comment. Permits the exemption of contracts consistent with the purposes of these provisions. Title III: White House Conference on Productivity - White House Conference on Productivity Act - Directs the President to conduct within one year a White House Conference on Productivity to develop recommendations to stimulate the nation's productivity improvement rate. Sets forth policy options to be considered, including: (1) the reorganization of the Federal Government; (2) benefit awareness efforts; (3) improving the skill and training level of American labor; (4) revising tax laws; (5) reviewing antitrust and patent laws; and (6) revising civil service laws to improve productivity within all levels of government. Requires the Conference to report to the President for transmittal to Congress on the findings and recommendations of the Conference. Title IV: Commission on Strategic and Critical Materials Stock Piling Needs - Strategic and Critical Materials Stock Piling Study Act of 1982 - Establishes a Commission on Strategic and Critical Materials Stock Piling Needs to study the management, needs, and operation of current national strategic stockpiles. Requires the Commission to report within six months to the President and interested congressional committees on its conclusions.
