(Measure passed Senate, amended) Union Station Redevelopment Act of 1981 - Amends the National Visitor Center Facilities Act of 1968 to direct the Secretary of the Interior, upon request of the Secretary of Transportation, to assign to the latter all of the former's right, title, and interest in the Union Station complex. Requires the Secretary of the Interior to complete the installation of new roofs and associated drainage systems on Union Station. Relieves the Secretary of the obligation to construct and operate a National Visitor Center at Union Station. Directs the Secretary of Transportation to rehabilitate and redevelop the Union Station complex primarily as a multiple-use transportation terminal and, secondarily, as a commercial complex, in accordance with specified goals. Authorizes appropriations. Directs the Secretary of the Interior to transfer certain unexpended appropriations to the Secretary of Transportation. Authorizes the Secretary of Transportation to purchase certain property that formerly was leased by the Secretary of the Interior under such Act and assigned to the Secretary of Transportation under this Act. Directs the Secretary of Transportation to conduct, on an emergency basis, an engineering survey of all existing structures at the Union Station complex. Directs the Secretary, in cooperation with the National Railroad Passenger Corporation (Amtrak), to carry out a planning and market feasibility study to assess the commercial development potential of the Union Station complex. Makes $1,000,000 available for such studies from amounts appropriated under the Railroad Revitalization and Regulatory Reform Act of 1976 for the Northeast Corridor improvement project. Requires the Secretary to report to specified congressional committees on such studies. States that such report shall include a specific commitment of Federal funds for completion of the rehabilitation of Union Station. Provides for congressional committee disapproval, within 90 days after request, of funding for such project in excess of a certain amount. Authorizes the Secretary to enter into agreements with private developers in order to achieve the goals set forth in this Act. Sets forth procedures for the selection of a developer for the Union Station complex. Declares that development agreements entered into under this Act shall be considered cooperative agreements for purposes of the Federal Grant and Cooperative Agreement Act of 1977. Authorizes the Secretary to enter into agreements and contracts, except contracts for the sale of property rights, with such persons, agencies, or the Architect of the Capitol as are necessary to carry out the purposes of this Act. Authorizes the Secretary to acquire by lease, purchase, or otherwise, any interest in real property in or related to the Union Station complex necessary for the purposes of this Act. Permits the Secretary to request the Architect of the Capitol to assign certain property east of Union Station to the use of the Secretary of Transportation to carry out the provisions of this Act. Allows the Secretary to use income and proceeds received from activities authorized by this Act for construction, acquisition, leasing, operation, and maintenance costs incurred by the Secretary pursuant to this Act. Establishes, within the Department of the Treasury, a revolving fund to be known as the Union Station Fund. Directs the Secretary to approve the completion of the parking facility and associated ramps at Union Station, to be financed with interstate highway funds apportioned to the District of Columbia. Declares that the Federal share of such parking facility shall be 100 percent. Requires the Secretary to enter into an agreement with the District of Columbia Department of Transportation concerning the Secretary's administration of such parking facility project. Authorizes the Secretary to release the Washington Terminal Company from specified obligations under the National Visitor Center Facilities Act of 1968. Directs the Secretary to waive specified statutory or contractual restrictions on such parking facility and ramps. Authorizes the Secretary to use funds appropriated for intercity rail passenger stations to carry out the purposes of this Act without regard to a matching funds requirement. Prohibits such funds from being used for design, construction, or operation of a heliport at or near Union Station. Authorizes the Architect of the Capitol to furnish steam and chilled water from the Capitol Power Plant to the Union Station complex. Repeals certain provisions of the National Visitor Center Facilities Act of 1968. Amends the Rail Passenger Service Act to include a representative of the Consolidated Rail Corporation (Conrail) on the board of directors of the Amtrak Commuter Services Corporation until January 1, 1983.

Union Station Completion Act of 1981 - Amends the National Visitor Center Facilities Act of 1968 to declare that Union Station, Washington, D.C., shall be used primarily as a transportation center for the national capital area, and secondarily as a national visitor center and commercial complex. Directs the Secretary of the Interior, upon request of the Secretary of Transportation, to assign to the latter all of the former's right, title, and interest in the Union Station complex. Requires the Secretary of Transportation to rehabilitate and complete Union Station as a multiuse transportation terminal and as a commercial and visitor center, in accordance with specified goals. Authorizes the Secretary to enter into agreements and/or contracts with private developers and other persons or agencies as he deems necessary to carry out the purposes of this Act. Directs the Secretary to complete: (1) rehabilitation of the Union Station building; (2) the parking facility and associated ramps; (3) restoration of rail passenger handling facilities; and (4) the reconfiguration of the railroad tracks serving Union Station. Authorizes the Secretary to: (1) acquire necessary interest in real property; (2) maintain, use, lease, or dispose of any property interest held or acquired by the United States under this Act; and (3) release the Washington Terminal Company from certain obligations under such Act. Directs the Washington Terminal Company, upon request of the Secretary, to assign to the National Railroad Passenger Corporation (Amtrak) all of its rights and obligations concerning the rail passenger station at Union Station. Requires Amtrak to operate thereafter a rail passenger station at Union Station and to lease at least 40,000 square feet of space in the Union Station building for such purpose. Authorizes the Architect of the Capitol to furnish steam and chilled water from the Capitol Power Plant to the Union Station complex. Permits the Secretary to use income and proceeds received from activities authorized by this Act for construction, acquisition, leasing, operation, and maintenance costs incurred by the Secretary pursuant to this Act. Establishes, within the Department of the Treasury, a revolving fund to be known as the Union Station Fund. Requires that, of the funds appropriated by the Railroad Revitalization and Regulatory Reform Act, not less than $45,000,000 shall be available to the Secretary for the purposes of this Act. Prohibits funds from being made available under this Act until the Secretary approves funds sufficient to complete the parking facility and associated ramps at Union Station. Authorizes the Secretary to waive specified statutory or contractual restrictions on such parking lot and ramps. Declares that the Federal share of such parking facility shall be 100 percent. Directs the Secretary to report to certain congressional committees on achieving the goal relating to commercial development at Union Station.
