Section 309 of the Clean Air Act (42 U.S.C. 7609) is amended--

section 102(2)(C) of Public Law 91-190 applies, and (3)

section 102(2)(C) of Public Law 91-190 applies, and (3) proposed regulations published by any department or agency of the Federal Government''; and (2) in subsection (b), by striking ``, action, or regulation''.
