Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

Section 1012(b) of the Intermodal Surface Transportation Efficiency

Section 1012(b) of the Intermodal Surface Transportation Efficiency Act of 1991 (23 U.S.C. 149 note) is amended by adding at the end the following: ``(9) Prohibition on congestion pricing.--Notwithstanding any other provision of this subsection, the Secretary may not establish or maintain cordon pricing under the value pricing pilot program under this section for the Central Business District Tolling Program for New York City.''.
