St. Croix River Crossing Project Authorization Act - Permits the head of any federal agency to authorize and assist in the construction of a new bridge crossing the St. Croix River approximately six miles north of the I-94 crossing if specified mitigation items described in the 2006 St. Croix River Crossing Project Memorandum of Understanding for Implementation of Riverway Mitigation Items are included as enforceable conditions. Subjects specified amounts available under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) for the St. Croix River Crossing, Wisconsin and Minnesota, and the Stillwater Bridge to the limitation on obligations for federal-aid highways and highway safety construction programs under the Department of Transportation Appropriations Act, 2012. Rescinds any remaining obligation authority made available to a state as a result of receipt of contract authority for such Crossing and Bridge.
