Amends the District of Columbia Retirement Protection Act of 1997 to authorize the Secretary of the Treasury to: (1) estimate the additional compensation for service longevity for purposes of determining the amount of a Federal benefit payment for Metropolitan Police Department annuitants who retired between August 29, 1972, and December 31, 2001; and (2) make Federal benefit payments based upon such estimates. States that this Act shall take effect as if included in the enactment of title IX of division A of the Miscellaneous Appropriations Act, 2001 (as enacted by reference in the Consolidated Appropriations Act, 2001).
