Affected Sectors

How to read this

Sectors are deterministic matches from official Congress.gov data and cached bill text. They are source-derived signals, not conclusions about intent or economic effect.

Evidence matches count official fields, normalized subjects, cached text snippets, or extracted entities that matched the sector rules.

Impact is a bill-level rollup used for sorting and filtering. It is not an economic impact estimate.

Confidence is the strongest individual match score behind that sector.

Evidence snippets show why a sector matched and can repeat when Congress.gov repeats the same phrase across official fields.

Affected-sector context is not available for this record yet.

CBO Cost Estimates

Official Congressional Budget Office cost estimate links associated with this bill through Congress.gov records.

How to read this

CBO estimates are official source documents with their own assumptions, scope, and publication dates. They can score a bill, a version of a bill, or a broader legislative package.

LawLinter stores the source link from Congress.gov and does not replace the CBO document. Use these cards as pointers for source review, not as independent fiscal advice.

CBO context shows source-attributed Congressional Budget Office cost estimates linked from official Congress.gov bill records. It is research context only; read the official CBO source document for assumptions, scope, and dates.

No CBO cost estimate is currently linked for this bill.

Requires $100 billion of such revenues and outlays to be available only for FY 2001 through 2002. Prohibits such legislation, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), from reducing the on-budget surplus below the level of the Medicare Hospital Insurance Trust Fund (Medicare Trust Fund) surplus in any fiscal year covered by this resolution. Expresses the sense of Congress that of the total amount reconciled in this section, $100 billion will be for an economic stimulus package over the next two years. (Sec. 104) Provides a reconciliation instruction for the House of Representatives Committee on Ways and Means similar to that set forth for the Senate in the preceding section. Title II: Budget Enforcement and Rulemaking - Subtitle A: Budget Enforcement - Sets forth prohibitions on advance appropriations in the House and Senate. Waives the point of order on advance appropriations in the Senate only by an affirmative three-fifths majority vote. Expresses the sense of Congress that the Budget Enforcement Act of 1990 should be amended to address procedures for advance appropriations for fiscal years beginning with FY 2003. (Sec. 203) Requires the chairman of the Senate Budget Committee, whenever a bill or joint resolution becomes law that increases the discretionary spending limit for FY 2002 set out in the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), to increase the section 302 allocation called for in the Congressional Budget Act of 1974 to the appropriate Appropriations Committee and to adjust all other budgetary aggregates and levels contained in this resolution. Provides a point of order in the Senate against consideration of legislation that exceeds certain discretionary spending limits in the defense and nondefense categories for FY 2002. Makes this point of order inapplicable if a declaration of war is in effect. Waives such point of order only by an affirmative three-fifths majority vote. (Sec. 204) Requires, in the House, that the joint explanatory statement accompanying the conference report on any budget resolution include in the allocation to the Appropriations Committee amounts for the discretionary administrative expenses of the Social Security Administration (SSA). (Sec. 217) Authorizes the Senate Budget Committee chairman, if the President submits a budget amendment and the Appropriations or Armed Services committees report legislation that provides additional resources for defense spending in response to the recommendations of the President's National Defense Review, to increase the allocation of new budget authority and outlays to the committee for FY 2002 by the amount provided by such legislation, provided that it does not, when taken together with all previously-enacted legislation (except that enacted pursuant to section 211), reduce the on-budget surplus below the level of the Medicare Trust Fund surplus in any fiscal year covered by this resolution. (Sec. 218) Authorizes the House Budget Committee chairman, to adjust aggregates and committee allocations of new budget authority and outlays FY 2002 for a bill making appropriations for the Department of Defense (DOD) for FY 2002 and, for FY 2002 through 2011, for a bill making DOD appropriations, providing a prescription drug benefit, and other appropriate legislation. Authorizes the House Budget Committee chairman (Budget Committee chairman) to increase budget authority and outlays if any such bill reported by the Ways and Means Committee has refundable tax provisions that increase outlays. (Sec. 5) Permits the Budget Committee chairman, after the reporting of legislation by the Appropriations Committee that contains an amount for an emergency, to increase the allocation of new budget authority and outlays for FY 2002 by such amount, with a specified limitation. Makes certain adjustment requirements under the Congressional Budget Act of 1974 with respect to emergencies inapplicable for: (1) FY 2001; or (2) FY 2002 or any subsequent fiscal year, except for emergencies affecting national security. (Sec. 6) Authorizes the Budget Committee chairman, no later than July 25, 2001, to increase allocations of new budget authority and outlays and adjust aggregates for FY 2002 for a bill making appropriations for the Department of Defense for FY 2002 and for any fiscal year for a bill to reauthorize title I of the Federal Agriculture Improvement Act of 1996 and other appropriate legislation reported by July 11, 2001. Bars total adjustments from causing the surplus set forth in this resolution for any fiscal year, as adjusted, to be less than the surplus of the Federal Hospital Insurance Trust Fund for such year. (Sec. 7) Allows the Budget Committee chairman, whenever a reconciliation bill is reported under this resolution, to increase any allocations and aggregates of new budget authority and outlays for any of FY 2001 through 2011 up to the amount provided by the measure to reform Medicare and provide coverage for prescription drugs that is in excess of the instructions to the Energy and Commerce and Ways and Means committees under this resolution, with a specified limitation. (Sec. 8) Authorizes the Budget Committee chairman to increase allocations of new budget authority and outlays and adjust aggregates for FY 2001 for reported legislation by the amount of such authority provided by a measure to eliminate shortfalls for the Department of Defense, for assistance for producers of program and specialty crops, and for other critical needs, with limitations. Prohibits the total adjustments from causing the surplus set forth in this resolution for such fiscal year to be less than the surplus of the Federal Hospital Insurance Trust Fund. (Sec. 9) Permits the Budget Committee chairman, whenever the Appropriations Committee reports legislation that provides new budget authority for FY 2002 in excess of $6.37 billion for programs authorized under the Individuals with Disabilities Education Act, to increase the allocations of such authority and outlays by the amount of such excess, with a specified limitation. (Sec. 10) Provides that if the Congressional Budget Office budget and economic outlook update for FY 2002 through 2011 estimates an on-budget surplus for any of such years that exceeds that set forth in the corresponding outlook for FY 2001, the Budget Committee chairman may, in an amount not to exceed the increase in the surplus for that fiscal year, reduce the recommended level of Federal revenues and make other adjustments for such year and/or reduce the appropriate level of the public debt, increase the surplus amount, and make other appropriate adjustments for such year. (Sec. 11) Provides for the application and effect of changes in allocations and aggregates made pursuant to this resolution. (Sec. 12) Requires the joint explanatory statement accompanying the conference report on any budget resolution to include in the allocation to the Appropriations Committee amounts for the discretionary administrative expenses of the Social Security Administration (SSA). Requires, in the House, that estimates of the level of total new budget authority and outlays provided by a measure pursuant to the Congressional Budget Act of 1974 include any discretionary amounts provided for the SSA. (Sec. 13) Requires advance appropriations to be scored as new budget authority for the fiscal year in which the appropriations are enacted, with an exception for those in excess of the levels specified in the joint explanatory statement of managers accompanying this resolution for identified programs which shall continue to be scored as new budget authority in the year in which they first become available for obligation. (Sec. 14) Expresses the sense of the House regarding: (1) parallel adjustments of Federal civilian and military pay; (2) expansion of Individual Development Accounts for asset building of the working poor; (3) support of the Assistance to Firefighters grant program; (4) deductibility of State sales tax; (5) funding for graduate medical education conducted at independent children's teaching hospitals, community health centers, and the Community Access Program; (6) Medicare emphasis on preventive medical services; (7) the Ryan White CARE Act; and (8) concurrent retirement and disability benefits to retired members of the armed forces.
