College Scholarship Fraud Prevention Act of 1999 - Directs the United States Sentencing Commission to amend the Federal sentencing guidelines to provide for enhanced penalties for any offense involving fraud or misrepresentation in connection with obtaining or providing, or furnishing information to a consumer on, any scholarship, grant, loan, tuition, discount, award, or other financial assistance for financing an education at an institution of higher education, such that those penalties are comparable to the base offense level for misrepresentation that the defendant was acting on behalf of a charitable, educational, religious, or political organization, or a government agency. (Sec. 4) Excludes debts in connection with such fraud from permissible exemptions of property from estates in bankruptcy. (Sec. 5) Directs the Secretary of Education: (1) and the Attorney General, in conjunction with the FTC, to jointly submit to Congress each year a report on fraud in the offering of financial assistance for financing an education at an institution of higher education; and (2) in conjunction with the FTC, to maintain a scholarship fraud awareness site on the Internet web site of the Department of Education.

College Scholarship Fraud Prevention Act of 1999 - Amends the Federal criminal code to prohibit, and provide for enhanced penalties for, fraud in connection with obtaining or providing any scholarship, grant, loan, tuition, discount, award, or other financial assistance for purposes of financing an education at an institution of higher education. Excludes debts in connection with such fraud from permissible exemptions of property from estates in bankruptcy. Directs the Secretary of Education to maintain on the Internet web site of the Department of Education a web page that: (1) lists businesses and organizations (businesses) that offer financial assistance for financing an education at institutions of higher education; and (2) provides the Internet web site address of such businesses. Allows a business to apply to the Secretary for placement on the list. Directs the Secretary to consult with the Chairman of the Federal Trade Commission (FTC) to ensure that a business applying for placement is a legitimate business. Makes a business ineligible for such listing if: (1) it was prosecuted by the FTC and convicted of using an unfair or deceptive act or practice under the Federal Trade Commission Act during the five-year period preceding the submission of an application; (2) it is operated by an individual who operated a business that was prosecuted by the FTC and convicted of using an unfair or deceptive act or practice under such Act during that period; (3) it is under investigation by the FTC; or (4) the Department of Education receives a significant number of complaints, as determined by the Secretary, from students alleging the business has not, in good faith, delivered on promises made.
