Arctic Tundra Habitat Emergency Conservation Act - Gives the force and effect of law to the rules published by the U.S. Fish and Wildlife Service on February 16, 1999, relating to use of additional hunting methods to increase the harvest of mid-continent light geese and the establishment of a conservation order for the reduction of such goose populations. Directs the Secretary of the Interior, acting through the Director of the Service, to notify the public of the force and effect of such rules. (Sec. 3) Makes such requirement applicable until the latest of: (1) the effective date of rules issued by the Service after enactment of this Act to control overabundant populations of such geese; (2) the date of the publication of a final environmental impact statement for such rules; or (3) May 15, 2001. (Sec. 4) Directs the Secretary, no later than the end of such period, to prepare and implement a comprehensive, long-term plan for the management of mid-continent light geese and the conservation of their habitat, applying principles of adaptive resource management. Authorizes appropriations.

Title I: Arctic Tundra Habitat Emergency Conservation -Arctic Tundra Habitat Emergency Conservation Act - Gives the force and effect of law to the rules published by the U.S. Fish and Wildlife Service on February 16, 1999, relating to use of additional hunting methods to increase the harvest of mid-continent light geese and the establishment of a conservation order for the reduction of such goose populations. Directs the Secretary of the Interior, acting through the Director of the Service, to notify the public of the force and effect of such rules. (Sec. 103) Makes such requirement applicable until the latest of: (1) the effective date of rules issued by the Service to control overabundant populations of such geese; (2) the date of the publication of a final environmental impact statement for such rules; or (3) May 15, 2001. (Sec. 104) Directs the Secretary, no later than the end of such period, to prepare and implement a comprehensive, long-term plan for the management of mid-continent light geese and the conservation of their habitat. Authorizes appropriations. Title II: Neotropical Migratory Bird Conservation - Neotropical Migratory Bird Conservation Act - Requires the Secretary of the Interior to establish a program to provide financial assistance for projects to promote the conservation of neotropical migratory birds. Authorizes project proposals to be submitted by the following entities: (1) individuals or other private entities; (2) Federal, State, or local government entities or foreign government entities; (3) other entities subject to U.S. or foreign jurisdiction; and (4) international organizations. Limits the Federal share of project costs to 33 percent. Authorizes the Secretary to convene an advisory group of individuals representing organizations involved in neotropical migratory bird conservation to assist in carrying out this Act. Establishes in the Multinational Species Conservation Fund of the Treasury a Neotropical Migratory Bird Conservation Account to be used by the Secretary to carry out this title. Authorizes appropriations to the Account.
