Summary

Amends the Immigration and Nationality Act with respect to the visa waiver pilot program to: (1) extend the program through September 30, 2000; and (2) permit program eligibility for a country whose nationals had a nonimmigrant visa refusal rate of less than three percent for the previous full fiscal year. Directs the Attorney General to implement an annual data collection and reporting program regarding nonimmigrant category overstay rates.

Visa Waiver Pilot Program Reauthorization Act of 1997 - Amends the Immigration and Nationality Act with respect to the visa waiver pilot program (program) to transfer primary country-designation authority from the Attorney General to the Secretary of State. Revises program qualifications to: (1) increase permitted visa refusal rates; (2) require participant countries' passports to be fraud-resistant; (3) require the Attorney General to make precise estimates of each program country's visa overstay and disqualification rates based upon a specified automated nonland border entry-exit control system; (4) require new countries' visa overstay and disqualification rates to meet statutory requirements; (5) extend program authority through September 30, 2000; and (6) prohibit designation of new program countries until such entry-exit control system is operational. Directs the Attorney General to report on the feasibility of a land border automated entry-exit control system.
