Semiconductor International Protection Extension of 1991 - Extends through July 1, 1995, the period during which the Secretary of Commerce may grant interim protection orders for mask works fixed in semiconductor chip products originating in foreign countries which are making good faith efforts and progress toward providing such protection to mask works of U.S. nationals. Directs the Secretary of Commerce to report to the appropriate congressional committees by July 1, 1994, on such protection.
