Veterans' Radiation Exposure Amendments of 1992 - Expands the list of diseases presumed to be service-connected in the case of exposure to ionizing radiation to include cancer of the salivary tract and cancer of the urinary tract. Terminates the current presumptive period (the maximum period allowed before manifestation of the illness or disease occurs in order to be presumed to be service-connected and, therefore, covered as a veterans' benefit) of 40 years after participation in the radiation-related activity (30 years in the case of leukemia). Amends the Veterans' Dioxin and Radiation Exposure Compensation Standards Act to direct the Veterans' Advisory Committee on Environmental Hazards (Committee) to: (1) review all available studies and information relating to the exposure of veterans to ionizing radiation during service occurring before January 1, 1970; (2) identify any activity during which significant numbers of veterans received exposure; and (3) based on such review, submit to the Secretary of Veterans Affairs a report containing Committee recommendations on the feasibility and appropriateness of any additional investigation with respect to exposure of veterans to ionizing radiation during such period. Directs the Secretary to assist the Committee's work by supplying all relevant information with respect to such service. Directs the Secretary, after receipt of the Committee report, to: (1) identify any activities that the Secretary intends to investigate more fully; (2) prepare a plan to carry out such investigation; and (3) provide to the Senate and House Veterans' Affairs Committees (veterans' committees) the Committee's originial report, the list of activities scheduled for further investigation, and the Secretary's plan of action. Directs the Secretary to require the Committee to review pertinent scientific data relating to bronchio-alveolar carcinoma to determine whether such disease should be considered radiogenic. Requires: (1) the Committee to report its findings to the Secretary; and (2) the Secretary, based on such findings, to submit to the veterans' committees a decision on whether to presume such disease to be service-connected if suffered by a radiation-exposed veteran.

Veterans Benefits Improvement Act of 1991 - Provides that, for purposes of the sequestration line under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), the amount by which each rate of compensation under this Act is increased is assumed to be rounded to the nearest whole dollar. Limits to $90 the monthly pension payable to a veteran with no spouse or child or to a surviving spouse who has no child during any period that a nursing facility furnishes such person with services covered under title XIX (Medicaid) of the Social Security Act. Amends the Right to Financial Privacy Act of 1978 to state that provisions of such Act relating to disclosure of financial records shall not apply to a request to a financial institution by the Secretary of Veterans Affairs for disclosure of the name and address of any customer receiving veterans' compensation by direct deposit. Authorizes the Secretary to make such requests to financial institutions if such information: (1) is necessary for the Department to administer its compensation payment provisions; and (2) cannot be secured by a reasonable search of Department records. Directs the Secretary to include in a request for information from a financial institution a certification that such conditions are present. Limits the use of information obtained to the administration of compensation benefits only. Eliminates the requirement that, in order to be presumed to be service-connected for radiation-exposed veterans, certain listed diseases must become manifest within a specified time period. Adds to the list of such diseases cancer of the salivary gland or the urinary tract. Amends the Veterans' Dioxin and Radiation Exposure Compensation Standards Act to direct the Advisory Committee on Environmental Hazards, in order to determine whether veterans suffer from disabilities as a result of exposure to ionizing radiation during active military service that occurred before January 1, 1970, to: (1) review all available scientific studies and other relevant information relating to such exposure; and (2) report to the Secretary its recommendation of the feasibility and appropriateness of any additional investigation of such veterans during such service. Directs the Secretary, after receiving the Committee's report, to determine what veteran activities the Secretary intends to investigate more fully, to prepare a plan to carry out such investigation, and to report the plan to the Senate and House Veterans' Affairs Committees. Extends through calendar year 1996 the authority of the Secretary to operate a regional office of the Department in the Philippines. Redesignates the positions of Chief Medical Director and Chief Benefits Director within the Department as Under Secretary for Health and Under Secretary for Benefits, respectively, Department of Veterans Affairs.

Veterans Compensation Improvement Act of 1991 - Increases the rates of: (1) veterans' disability compensation; (2) additional compensation for veterans' dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and children; and (5) supplemental dependency and indemnity compensation for disabled adult children. Requires such increases to be the same percentage as the increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act. Authorizes the Secretary of Veterans Affairs to make consistent adjustments administratively to the rates of disability compensation payable to certain persons who are not in receipt of compensation for service-connected disability or death. Requires the Secretary to publish such increases in the Federal Register at the same time that OASDI benefit increases are required to be published. Provides that, for purposes of the sequestration line under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), the amount by which each rate of compensation under this Act is increased is assumed to be rounded to the nearest whole dollar. Limits to $90 the monthly pension payable to a veteran with no spouse or child or to a surviving spouse who has no child during any period that a nursing facility furnishes such person with services covered under title XIX (Medicaid) of the Social Security Act. Extends the presumption of service-connection for veterans' disability compensation purposes of certain cancers to veterans who were serving on either active duty for training or inactive duty training during on-site participation in a nuclear weapons test. Eliminates the requirement that, in order to be presumed to be service-connected for radiation-exposed veterans, certain listed diseases must become manifest within a specified time period. Adds to the list of such diseases cancer of the salivary gland or the urinary tract. Amends the Veterans' Dioxin and Radiation Exposure Compensation Standards Act to direct the Secretary of Veterans Affairs (Secretary), in consultation with the Secretary of Defense, to identify in each of the next four fiscal years at least three activities other than radiation-risk activities in which individuals serving on active duty, active duty for training, or inactive duty training have participated and which likely would have exposed such individuals to ionizing radiation above background levels. Requires the Secretary, after identifying any such activity, to direct the Advisory Committee on Environmental Hazards to evaluate and make a finding as to whether participation by any veteran in such activity resulted in an opportunity for potentially harmful exposure. Requires the Advisory Committee to report evaluation results to the Secretary, who shall list such activity and report thereon to the Senate and House Veterans' Affairs Committees. Makes certain amendments made under the Omnibus Budget Reconciliation Act of 1990 which eliminate the reinstatement of eligibility for survivors' benefits for a veteran's remarried spouse or married dependent child whose marriage ends inapplicable in the case of an individual who, on October 31, 1990, was an eligible surviving spouse or child of a veteran, unless after such date that individual: (1) marries; or (2) in the case of a surviving spouse, begins to live with another and hold himself or herself out to the public as married to such person.
