Amends the Wild and Scenic Rivers Act to designate certain segments of the Allegheny River in Pennsylvania as a component of the National Wild and Scenic Rivers System (System). Requires the Secretary of Agriculture to establish the Northern Advisory Council and the Southern Advisory Council to advise on the establishment of final boundaries and the management of the Allegheny National Wild and Scenic River. Terminates the Advisory Councils ten years after the Secretary's approval of management plans for the northern and southern segments of the River. Designates certain segments of rivers in Mill Creek, Jefferson, and Clarion counties which meet the Allegheny River and Clarion River for study as potential additions to the System. Authorizes appropriations.
