Navajo-Hopi Relocation Housing Program Reauthorization Act of 1991 - Amends Federal law to extend the authorization of appropriations for the Navajo-Hopi Relocation Housing Program from FY 1991 through 1995. Directs the Commissioner on Navajo and Hopi Relocation (Commissioner) serving at the end of a term to continue to serve until his or her successor has been confirmed. Requires that the Commissioner be compensated at the rate of basic pay payable for level IV of the Executive Schedule. Makes the powers of the Commissioner subject to the rules and regulations adopted by the Office of Navajo and Hopi Indian Relocation (Office). Prohibits the Commissioner from appointing or fixing the compensation of his or her staff and personnel in excess of a GS-15 position. Provides that nothing in this Act shall cause any employee of the Office to be separated or reduced in grade or compensation for 12 months after the enactment of this Act. Places the positions of Executive Director of the Office of Navajo and Hopi Indian Relocation and Deputy Executive Director of such Office in the Senior Executive Service. Considers any employee of such Office on the enactment of this Act to be a civil service employee as defined by Federal law.
