Preventive Health Amendments of 1992 - Title I: Preventive Health Services Block Grant - Amends the Public Health Service Act to authorize appropriations for existing block grants. Modifies earmarking. Revises: (1) allowed allotment uses; (2) application procedures, requiring a State plan for use of the funds and a State plan advisory committee; and (3) reporting requirements. Repeals the Year 2000 Health Objectives Planning Act. Title II: National Foundation for the Centers for Disease Control and Prevention - Establishes the National Foundation for the Centers for Disease Control and Prevention as a nonprofit private corporation, declaring that the Foundation shall not be a Governmental instrumentality. Requires the Foundation to establish an endowment fund consisting of non-Federal contributions. Authorizes Foundation activities, including: (1) providing fellowships; (2) making international arrangements for public health officials from other countries to serve in the United States and U.S. officials in other countries; and (3) running meetings and conferences. Mandates grants to the Foundation and its establishing committee. Authorizes appropriations for the grants. Title III: Certain Programs - Authorizes grants for demonstration projects for the prevention and control of injuries that are not subject to the Occupational Safety and Health Act of 1970. Establishes the Office of Adolescent Health in the Office of the Assistant Secretary for Health. Authorizes grants for demonstration projects to improve adolescent health, including health care provider training and projects to reduce violence among adolescents. Authorizes appropriations. Establishes the National Information Clearinghouse on Adolescent Health. Mandates a national plan for improving adolescent health. Revises lead poisoning prevention grant requirements, including (when States and political subdivisions have not applied for grants) allowing grants to migrant or community health centers or under provisions relating to health services for the homeless or health services for residents of public housing. Authorizes appropriations. Mandates education of health professionals and paraprofessionals and the public on the prevention of lead poisoning in infants and children. Establishes the Interagency Task Force on the Prevention of Lead Poisoning. Mandates, through grants or contracts: (1) the development of improved methods of detecting lead toxicity in children and of assessing the prevalence of lead poisoning; and (2) providing for data collection on lead poisoning incidence and for any applied research necessary to improve lead poisoning prevention. Authorizes grants for: (1) screening, treatment, counseling, referrals, and other activities regarding any treatable sexually transmitted disease that can cause infertility in women; and (2) research on the improvement of the delivery of such services. Authorizes appropriations. Mandates price negotiations with vaccine manufacturers regarding the purchasing of vaccines by migrant or community health centers or by entities under provisions relating to health services for the homeless or health services for residents of public housing. Directs the Secretary to encourage States to establish or improve the collection and analysis of birth defects epidemiological data. Authorizes appropriations. Prohibits grants under provisions relating to preventive health measures with respect to breast and cervical cancers unless a State plan under title XIX (Medicaid) of the Social Security Act includes certain measures regarding such cancers as medical assistance. Authorizes grants for screening, referrals, public information, professional training, and other measures regarding prostate cancer. Authorizes appropriations. Modifies requirements regarding grants to migrant and community health centers regarding infant mortality and morbidity and pregnant women. Adds immunization and blood lead level screenings to the list of preventive services in the definition of "primary health services" for purposes of such centers. Allows certain expenditures by the centers. Modifies requirements regarding grants under provisions relating to health services for the homeless and for residents of public housing regarding infant mortality and morbidity and pregnant women. Authorizes appropriations. Amends provisions relating to international cooperation in certain health matters to authorize personal service contracts in foreign countries. Repeals provisions mandating a study and report assessing title XIII (Health Maintenance Organizations) of the Public Health Service Act. Revises requirements regarding the activities of the clearinghouse established in the Office of Disease Prevention and Health Promotion. Enumerates measures which may be included in mandated assessments of preventive health measures and services. Amends the Comprehensive Smoking Education Act, the Education Amendments of 1978, the Veterans' Benefits and Services Act of 1988, the Public Health Service Act, the Health Omnibus Programs Extension of 1988, the Health Research Extension Act of 1985, Federal law relating to paint poisoning prevention, and the Comprehensive Environmental Response, Compensation and Liability Act of 1980 to replace references to the Centers for Disease Control with references to the Centers for Disease Control and Prevention. Allows continued use of the acronym CDC for the Centers. Amends the Public Health Service Act, as amended by the Health Professions Education Extension Amendments of 1992, to condition grants and contracts relating to the training of allied health professionals on the submission of certain information. Requires that special projects regarding disadvantaged individuals be submitted to peer review. Removes provisions authorizing grants for scholarships for nursing students. Amends the Public Health Service Act to increase the authorization of appropriations for the payment of compensation under the National Vaccine Injury Compensation Program.

Health Promotion and Disease Prevention Act of 1991 - Title I: Health Promotion and Disease Prevention Assistance - Health Promotion and Disease Prevention Assistance Act of 1991 - Subtitle A: Preventive Health and Health Services Block Grant - Amends the Public Health Service Act to authorize appropriations for block grants. Modifies requirements regarding: (1) State reports to the Secretary of Health and Human Services; (2) health status indicators and reports; (3) application requirements; and (4) health promotion and disease prevention related to women's health. Amends the Year 2000 Health Objectives Planning Act to authorize appropriations to carry out the Act and to establish and operate State Health Objectives Advisory Committees under specified provisions of the Public Health Service Act. Amends the Public Health Service Act to authorize appropriations centers for research and demonstration of health promotion and disease prevention. Mandates assistance, to the extent available in appropriations Acts, for the professional training of public health personnel. Authorizes appropriations. Subtitle B: National Health Objectives Project Grants to States - Requires appropriations exceeding a certain amount under general block grant authorizations to be used to carry out this subtitle. Provides for the amount of the allotment to each State and each Indian tribe or tribal organization. Provides for the uses of the funds, including assessing public health needs and health status and providing other types of assistance. Requires a State to: (1) develop a State health objectives plan containing at least five objectives from the national objectives list described by the Secretary; and (2) establish a State Health Objectives Advisory Committee. Directs the Secretary to establish: (1) the National Health Objectives Advisory Committee; (2) national health priorities, including three core priorities which must be included in each State plan; and (3) an estimate of the personnel and training needed to accomplish the national priorities. Subtitle C: Categorical Programs - Mandates grants for: (1) demonstration projects for preventing conditions or diseases affecting women; (2) demonstration projects for the promotion of women's health; and (3) development and dissemination of information on health promotion and disease prevention related to women's health. Authorizes establishment of a national information clearinghouse to disseminate information concerning prevention of injuries in locations not covered by the Occupational Safety and Health Act of 1970. Authorizes grants and contracts to help public schools implement programs to prevent injuries. Mandates grants for the establishment of ten demonstration projects for the prevention of injuries in locations not covered by the Occupational Safety and Health Act of 1970. Authorizes appropriations to carry out injury research and control provisions. Establishes the Office of Adolescent Health. Sets forth Office activities, including: (1) establishing a national clearinghouse; (2) establishing the National Advisory Committee on Adolescent Health; and (3) developing a national strategic plan to access adolescent health issues. Mandates grants and contracts for multidisciplinary projects to: (1) use innovative methods to train health care practitioners to serve adolescents; and (2) demonstrate and evaluate innovative models to prevent adolescent violence. Authorizes appropriations. Requires grantees under provisions relating to community programs on childhood lead poisoning: (1) to provide screening, referral for both treatment and environmental intervention (currently, for treatment), and education; and (2) with regard to services provided under title XIX (Medicaid) of the Social Security Act, to be or work with a qualified Medicaid provider. Revises other requirements. Authorizes appropriations. Establishes: (1) a national program to educate health professionals and paraprofessionals and the general public on lead poisoning; (2) a concerted technology assessment and epidemiology program on lead poisoning; and (3) the Interagency Task Force on the Prevention of Lead Poisoning. Authorizes grants to determine: (1) the prevalence, mortality rates, and stage at diagnosis of prostate cancer; and (2) current prostate cancer screening and diagnosis practices and their effectiveness. Authorizes appropriations. Mandates grants for demonstration projects for the prevention of diseases that disproportionately affect minorities. Authorizes appropriations. Title II: Coordination of Health Promotion and Disease Prevention Activities - Health Promotion and Disease Prevention Coordination Act of 1991 - Modifies the duties of the Office of Disease Prevention and Health Promotion. Authorizes appropriations to carry out specified provisions relating to health information and health promotion. Requires that, after January 1, 1992, at least one-half of all new or revised health education and promotion materials developed or funded by the Department of Health and Human Services not exceed a level of functional literacy. Establishes an interdepartmental group for coordination and cooperation regarding multidimensional school health programs. Removes references to health information from provisions authorizing the Secretary to conduct and to support through grants and contracts research on health information and health promotion, preventive health services, and education in the appropriate use of health care. Mandates an annual report to the President and the appropriate congressional committees (currently, the President and the Congress) on the status of the nation's health (currently, on the status of health information and health promotion, preventive health services, and education in the appropriate use of health care). Modifies the report contents. Mandates, with respect to the health concerns of individuals from disadvantaged backgrounds, including racial and ethnic minorities, the development of model curricula and programs for health information and education for use in community and work place settings. Authorizes grants for improving the health status in minority communities through the operation of State offices of minority health established to monitor and facilitate the achievement of the Health Objectives for the Year 2000. Requires certain activities under the grants, including establishment within a State of a clearinghouse for certain information relating to minorities and health care. Authorizes appropriations. Terminates the program after aggregate appropriations reach a specified level. Title III: Preventable Cases of Infertility - Authorizes grants for carrying out certain activities, with regard to any treatable sexually transmitted disease that can cause infertility in women if treatment is not received for the disease, including counseling, screening, treatment, referrals, public information and education, training health care providers, and data collection. Authorizes appropriations. Authorizes grants for research on the manner in which service delivery under this title may be improved. Authorizes appropriations. Title IV: Comprehensive Maternal and Early Childhood Health Care - Comprehensive Maternal and Early Childhood Health Care Act - Replaces Public Health Service Act provisions authorizing appropriations for migrant health centers (MHCs) and community health centers (CHCs) with provisions requiring the use of funds appropriated under other provisions to develop, operate, and expand Comprehensive Perinatal and Early Childhood Health Programs in medically underserved areas. Mandates grants to MHCs and CHCs for such programs. Requires the use of funds appropriated under other provisions for planning and developing community health centers (CHCs) to serve medically underserved populations. Amends provisions relating to health services for the homeless to require use of funds appropriated under other provisions to develop, operate, and expand such programs. Mandates grants to grantees under the provisions relating to the homeless for such programs. Directs the Secretary of Health and Human Services, through the Centers for Disease Control (CDC), to provide vaccines to the health department of each State or large city that is operating an immunization project for distribution to grantees under specified provisions, federally qualified health centers, and public health professionals. Requires, in determining the quantity of vaccine needed, that the Administrator of the Health Resources and Services Administration make available to the CDC Director data from annual reports from such grantees and federally qualified health centers. Requires the CDC Director to direct the State, county, or city health department to equitably allocate vaccines without diminishing the supply relative to the population or relative to the amount provided under their allotment as of January 1, 1991. Amends the Vaccine and Immunization Amendments of 1990 to replace provisions authorizing grants for vaccine outreach programs with provisions authorizing the Secretary, through the CDC Director, to make grants to States for demonstration projects related to immunization. Authorizes appropriations. Authorizes grants for the development and operation of Comprehensive Perinatal and Early Childhood Health Programs in medically underserved or health professional shortage areas. Authorizes appropriations. Mandates development of plans: (1) to establish regional birth defects monitoring programs to serve all States; and (2) for a national clearinghouse for the collection and storage of information generated from the monitoring programs. Authorizes appropriations. Title V: Miscellaneous - Establishes the Secretary's Advisory Council on Health Promotion. Authorizes the transfer of a limited percentage of any appropriation under the Public Health Service Act to provide for the operation of the Council. Limits the total amount transferred in a fiscal year. Requires that the Surgeon General: (1) notify active members of the Commissioned Corps concerning guidelines for clinical practice developed or issued by the Public Health Service; and (2) ensure that the members are using the guidelines. Directs the Secretary to inform the Surgeon Generals of the uniformed services, the Secretary of Veterans Affairs, and the Administrator of the Office of Personnel Management concerning any guidelines for clinical practice developed by the Public Health Service. Amends the Comprehensive Smoking Education Act, the Education Amendments of 1978, the Veterans' Benefits and Services Act of 1988, the Public Health Service Act, the Health Omnibus Programs Extension of 1988, the Health Research Extension Act of 1985, the Comprehensive Environmental Response, Compensation and Liability Act of 1980, and other Federal law to change certain references to the Centers for Disease Control to references to the Centers for Disease Control and Prevention. Provides for a study and report to specified congressional committees regarding bloodborne disease transmission in the health care setting.

Subtitle B: Revision and Transfer of Program Regarding Year 2000 Health Objectives - Amends the Year 2000 Health Objectives Planning Act to modify requirements regarding statewide assessments. Extends until April 2, 1993, the deadline for submission of the assessment and requires annual submissions of revised plans. Authorizes appropriations. Transfers the Act to title XIX of the Public Health Service Act. Title II: National Foundation for the Centers for Disease Control - Amends the Public Health Service Act to establish the National Foundation for the Centers for Disease Control as a nonprofit private corporation to support and carry out activities for the prevention and control of diseases, disorders, injuries, and disabilities, and for the promotion of the public health. Requires the foundation to establish a fund (to consist of non-Federal donations to the fund and non-Federal assets of the Foundation) for the exclusive purpose of providing endowments for positions at the Centers for Disease Control (CDC). Authorizes the Secretary of Health and Human Services, through the director of CDC, to make grants for the establishment of the Foundation. Authorizes appropriations. Authorizes grants for the same purpose without regard to whether amounts have been appropriated under the authorization in this paragraph.
