Declares that Antarctica is a global ecological commons and should be subject to a new agreement to supplement the Antarctic Treaty of 1959 to: (1) establish Antarctica (for at least 99 years) as a region closed to commercial minerals development and related activities unless a consensus of the parties to the agreement opens it for such purposes; (2) provide for comprehensive environmental protection of Antarctica; and (3) grant Antarctica protective status as a world park. States that the United States should support efforts to achieve such agreement at the current meeting of the Antarctic Treaty parties in Madrid, Spain.
