Authorizes the Secretary of the Interior to acquire certain lands in Colorado in order to revise the boundaries of Rocky Mountain National Park to include them. Directs the Secretary of Agriculture to revise the boundary of, and exclude such lands from, the Roosevelt National Forest. Authorizes the Secretary of the Interior to enter into an agreement with the owners of specified lands within the Rocky Mountain National Park to ensure their use for single family residences, unless they are being developed by the owners in a manner that would substantially change such use.

Prohibits the Secretary from acquiring specified lands in the County of Boulder, Colorado, except with the consent of the owner, unless such property is developed in a manner which would change its use as a single family residence.
