Authorizes the Secretary of the Interior to provide for a trails interpretation center in the city of Council Bluffs, Iowa, to interpret the history of development and use in the State of Iowa and the adjacent region of the Lewis and Clark National Historic Trail, the Mormon Pioneer National Historic Trail, and the Oregon National Historic Trail. Extinguishes any Economic Development Administration restrictions on the use or transfer of lands donated to the Secretary with respect to such center upon acceptance of their donation by the Secretary. Authorizes appropriations.
