Salt Lake City Watershed Improvement Act of 1990 - Directs the Secretary of Agriculture to convey certain Federal lands in Utah to the Salt Lake City Corporation in exchange for the conveyance of certain city lands to the Secretary. Provides that the lands acquired by the United States shall be added to the National Forest System. Provides for the protection of valid existing rights appurtenant to lands exchanged under this Act. Requires the city to recognize the designation of the Mormon Pioneer National Historic Trail over lands acquired by it and manage such lands accordingly. Prohibits the lands or interests under this Act: (1) from being transferred to any entity other than the United States; and (2) from being subject to any form of mineral, energy, or geothermal exploration or development. Authorizes appropriations.
