Title I: Petroglyph National Monument - Petroglyph National Monument Establishment Act of 1990 - Establishes the Petroglyph National Monument in New Mexico as a unit of the National Park System. Provides for the addition of the Piedras Marcadas and Boca Negra units to the monument upon a binding management agreement pursuant to this Act between the Secretary of the Interior, the State of New Mexico, and the city of Albuquerque. Requires the Secretary to develop and transmit to specified congressional committees a general management plan for the Monument. Directs the Secretary to establish a Rock Art Research Center to act as a focal point for the collection, analysis, and dissemination of information concerning Rio Grande style rock art, including other forms of rock art within the region. Establishes the Petroglyph National Monument Advisory Commission. Authorizes appropriations. Title II: Pecos National Historical Park - Establishes the Pecos National Historical Park in New Mexico. Requires the Secretary to develop and transmit to specified congressional committees a general management plan for the Park. Directs the Secretary, acting through the National Park Service, to study the Rowe Ruin, Arrowhead Pueblo, Hobson-Dressler Ruin, and the Las Ruedas sites for the suitability of their inclusion in the Park. Authorizes appropriations. Title III: Zuni-Cibola National Historical Park and Juan De Onate Memorial - Amends Federal law to provide that public roads linking the Petroglyph National Monument to other prehistoric and historic cultural sites in New Mexico and eastern Arizona be included in the vehicular tour route known as the Masau Trail. Amends the Zuni-Cibola National Historical Park Establishment Act of 1988 to extend the authority establishing the Zuni-Cibola National Historical Park. Extends the period of time in which the Secretary may accept leasehold interests in land to establish the Park. Treats certain land in New Mexico as public land for purposes of the establishment of a monument to the Spanish explorer, Don Juan Onate.
