(House disagreed to Senate amendment) Authorizes the Vietnam Women's Memorial Project, Inc. to establish a memorial on Federal land in the District of Columbia or its environs to honor women who have served in the U.S. armed forces in Vietnam during the Vietnam Conflict. Requires such memorial to be established in full compliance with the Commemorative Works Act of 1986. Prohibits the United States from paying any expense of the establishment of the memorial. Expresses the sense of the Congress that it would be most fitting and appropriate to place the memorial within the site surrounding the Vietnam Veterans Memorial in the District of Columbia.

Subjects the location and design of the statue to approval by the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission. Expresses the sense of the Congress that: (1) it is fitting that this statue be constructed to honor and recognize the women of the United States who served in the Vietnam conflict; and (2) after the addition of such statue, such Memorial will be complete and no further additions or alterations to the site shall be authorized or undertaken. Directs the Secretary and the Administrator of the General Services Administration, within 90 days after the enactment of this Act, to jointly prepare and submit to specified congressional committees a list and description of those commemorative works which have been completed and located in the District of Columbia and its environs. Requires such list to be updated as necessary. Prohibits any significant modification to any such completed commemorative work from being undertaken unless specifically authorized by an Act of Congress.
