(Measure passed House, amended) Congaree Swamp National Monument Expansion and Wilderness Act - Designates certain lands within the Congaree Swamp National Monument, South Carolina, as the Congaree Swamp National Monument Wilderness. Designates certain other lands within the Monument as potential wilderness additions. Increases the acreage of the Monument to include an area known as the "Citizens Boundary Proposal for Congaree Swamp National Monument." Provides additional funds for the acquisition of additional lands for such Monument. Authorizes appropriations for construction and development within the Monument. Requires the Federal Government to distribute to States any interest collected on the late payment of Federal mineral royalties.
