An amendment in the nature of a substitute to increase budget authority by 6 billion dollars and outlays by 2 billion dollars and to increase revenues by 28.1 billion dollars. It would provide a.5 billion dollar surplus for FY '82 and assumes the Administration's January 1, 1981, request for business tax cuts with a delay in individual tax cuts until 1983. The amendment proposes a revenue floor of 717 billion dollars in FY '82, a net decrease in aggregate revenues of 2.3 billion dollars.
