HAMDT 76 - 97

An amendment to strike all after the enacting clause and insert an alternative text. The new text provides eight hours of general debate to be divided and controlled by the chairman and minority member of the Committee on the Budget. The bill will be considered as read. The text of H.R. 3964 shall be an amendment to be taken as an original bill for the purpose of amendment. The only amendments in order to this amendment shall be 1) a substitute amendment to Title VI by Representative Broyhill, if ordered. The Broyhill amendment shall not be subject to amendment, or division and shall be debatable for two hours controlled by Mr. Broyhill and an opposed member; and 2) amendments by Mr. Latta to be considered en bloc and debated for four hours. One motion to recommit without instructions is provided for.
