An amendment to repeal the authorization of construction of binary nerve gas production facilities at the Army Pine Bluff Arsenal in Arkansas. The amendment provides that contractors whose contracts have been terminated as a result of this repeal will be paid the cancellation liability of the U.S. under the contracts in question.
