An amendment to make technical changes in the bill. The amendment also permits the Secretary of State to accept details and assignments of employees of Federal agencies to the Office of Foreign Missions on a reimbursable or nonreimbursable basis. And it permits the Secretary of State to employ without delay, for a period of 60 days, experts and consultants without regard to certain restrictions on hiring.
