An amendment on prohibition on gifts to influence Members of Congress: No part of any appropriation for the Advisory Commission on Intergovernmental Relations may be used for the purchase or provision of any gift or favor (including cufflinks, helicopter rides, visits to Camp David, and barbecues) to Members of Congress for the purpose of influencing their votes on legislation.
